Telangana outlines EV, road safety & transport reforms at national meet
At the 43rd Transport Development Council meeting in New Delhi chaired by Union Minister Shri Nitin Gadkari, Telangana Transport Minister Shri Ponnam Prabhakar presented the State’s roadmap for clean mobility, road safety and technology-driven transport reforms.
He announced a phased plan to make the ORR corridor 100% EV-only, starting with RTC buses, followed by taxis, autos and commercial vehicles, while targeting 25% EV adoption outside ORR. Telangana’s EV Policy has increased EVs from 4,376 in 2020 to 2.58 lakh in 2025.
The Minister highlighted the Vehicle Scrapping Policy with incentives, mandatory scrapping of 15+ year government vehicles, rollout of 37 Automated Testing Stations, AI-based driving tests, APNR enforcement, Sarathi & Vahan digital services, women’s safety through vehicle tracking, and large-scale road safety awareness.
He urged the Centre to approve 2 IDTRs and district training centres to train 5 lakh skilled drivers by Vision 2047, and outlined plans for modern RTOs, truck terminals and new bus terminals.
The meeting was attended by Special CS Vikas Raj, Transport Commissioner Ilambarthi, and senior officials.

Those purchasing new vehicles will no longer need to visit the Transport Department office for vehicle registration. The registration process will now be completed at the showroom where the vehicle is purchased. The vehicle registration card (RC) will be delivered directly to the owner's home via Speed Post. Transport Department Commissioner Ilambarthi issued orders on Thursday for the implementation of this new system. As part of the measures to fully implement the Vahan and Sarathi portals introduced by the Central Government, the facility for vehicle registration at the showroom has been provided.
On average, 6 lakh two-wheelers and 1.75 lakh cars are registered annually in the state. When a new vehicle is purchased, a temporary registration number (TR) is issued at the showroom. From now on, the permanent registration will also be completed there. The dealer who sold the vehicle will apply online for the permanent registration. After uploading the necessary documents (invoice, Form-21, Form-22, insurance, address proof, and vehicle photos), the Transport Department officer will allocate a number. If necessary, Transport Department officials will inspect the vehicle at the dealer's showroom.
However, if vehicle owners want a fancy number of their choice, they will have to wait until the Transport Department officials release that series. The government has taken this decision with the intention of providing better and easier services to the public, and the new system has been implemented as per government orders, transport department officials said. With the new system, slot booking, waiting in queues, and the hassle of obtaining the card at the transport department office will be eliminated. The vehicle registration process will be completed quickly and transparently. However, commercial vehicles will still have to be registered at the transport department office as per the currently existing system.
